The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from different nations. Immense energy is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability enabled by up-to-date information. From witness perspectives, military aircraft that had been dispatched to counter approaching aerial threats flew past – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by Western nations. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly becomes grim resignation: perhaps the incoming missile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unrealistic to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does minimal to discourage Russia, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
